Comparing Patricia MacLachlan and Laura Ingalls Wilder Comparing Patricia MacLachlan and Laura Ingalls Wilder is not an easy task. Both writers have excelled in their writing and their books are completely different. The way Sarah, Plain and Tall and The Little House Series depict realism, details, and time frame sets them apart from each other. I also chose these two authors because both Sarah and Little House are set in the 19th century. The topics are also very similar. I am comparing their differences in realism, amount of detail, and time frame of story. Wilder’s Little House series would be considered realistic fiction while Sarah is just fiction. The reason is because Wilder used her own childhood experiences growing up on the plains and during the nineteenth century and expanded on them to create the series. MacLachlan did not grow up in the nineteenth century but in the twentieth so much of her story comes from research and creativity. It is easy to understand this from the reading. Wilder writes: â€Å"Each of them had a tin plate, and a steel knife and a steel fork with white bone handles.† This is what families had during the trip on the plains. This is the realism in Little House that is not seen in Sarah. My next comparison is the difference in amount of detail. Wilder uses more explanatory detail in her series. She re-accounts everything from her younger days as a child on the plains with her parents to how to build a roof. â€Å"Pa reached down and pulled up a slab. He laid it across the ends of the sapling rafters. Its edges stuck out beyond the wall. Then Pa put some nails in his mouth and took his hammer out of his belt, and began to nail the slab to the rafters.† In this quote we see the amount of detail and explanation by Wilder. In Sarah, the reader knows the family fixed the roof but does not learn how it is done. â€Å"I am fast and I am good said,† said Sarah. And they climbed the ladder to the roof, Sarah with wisps of hair around her face, her mouth full of nails, overalls like Papa’s.† In this quote we see that it is the emotional detail. Readers see more of this in Sarah. MacLachlan writes on how Sarah misses the sea and her brother and how sh e wanted to prove her ability by helping with the roof.

Not long ago, the term â€Å"multimedia† referred to a room full of slide projectors, tape decks, and movie projectors. Multimedia presentations were hard to put together and even harder to run. Many of them took weeks of preparation and they were then shown only once (Curtin 217). The computer has changed all of that. With multimedia, it is easier to stitch together the various elements and, once finished, the multimedia presentation is available to be shown over and over again. Multimedia is widely used in the entertainment and education fields. For entertainment, you can play computer games that seem almost alive with sound and motion. In education, interactive multimedia programs allow you to study and progress at you own pace and branch into areas of interest when you want to. You can even be a multimedia developer simply by using traditional office applications. Sounds and videos can be embedded in spreadsheet or word processor documents so when recipients click an image or click an icon they get and explanation of key points. Multimedia has entered and clung to the mainstream because of its attention-holding capabilities and effectiveness. It is used everywhere from business presentations to museum exhibits. Using computers, multimedia fuses two or more of these media together on the premise that the combination is better than any of the individual components. Hence the term â€Å"multi† media. Multimedia can be used for entertainment, corporate presentations, sales presentations, education, training, kiosks, digital publi... ...oth. When done as a series of steps, an animation shows the girl growing old. To make morphing realistic, certain areas of the image, such as the eyes, must be overlapped on the first and last images and locked into place. The flame is the visible portion of the fire. If hot enough, the gases may become ionized to produce plasma.[2] Depending on the substances alight, and any impurities outside, the colorof the flame and the fire’s intensity will be different. Fire in its most common form can result in conflagration, which has the potential to cause physical damage through burning. Fire is an important process that affects ecological systems across the globe. The positive effects of fire include stimulating growth and maintaining various ecological systems. Fire has been used by humans for cooking, generating heat, signaling, and propulsion purposes. The negative effects of fire include water contamination, soil erosion, atmospheric pollution and hazard to human and animal life.[3] | Fire Technology is a peer-reviewed academic journal publishing scientific research dealing with the full range of actual, possible, and potential fire hazards facing humans and the environment.[1] It publishes original contributions, both theoretical and empirical, that contribute to the solution of problems in fire safety and related fields. Arson often involves fires deliberately set to the property of another or to one’s own property as to collect insurance compensation.[5] Heat In physics and chemistry, heat is energy transferred from one body to another by thermal interactions.[1][2] The transfer of energy can occur in a variety of ways, among them conduction,[3] radiation,[4] and convection. Heat is not a property of a system or body, but instead is always associated with a process of some kind, and is synonymous with heat flow and heat transfer. Heat flow from hotter to colder systems occurs spontaneously, and is always accompanied by an increase in entropy. In a heat engine, internal energy of bodies is harnessed to provide useful work. The second law of thermodynamicsprohibits heat flow directly from cold to hot systems, but with the aid of a heat pump external work can be used to transport internal energy indirectly from a cold to a hot body. Transfers of energy as heat are macroscopic processes. The origin and properties of heat can be understood through the statistical mechanics of microscopic constituents such as molecules and photons. For instance, heat flow can occur when the rapidly vibrating molecules in a high temperature body transfer some of their energy (by direct contact, radiation exchange, or other mechanisms) to the more slowly vibrating molecules in a lower temperature body. Fire prevention is a function of many fire departments. The goal of fire prevention is to educate the public to take precautions to prevent potentially harmful fires, and be educated about surviving them. Conflagrations can result in casualties, deaths, or injuries from smoke inhalation orburns. Combustion Combustion (pron.: /kÉ™mˈbÊÅ's.tÊÆ'É™n/) or burning is the sequence of exothermic chemical reactions between a fuel and an oxidant accompanied by the production of heat and conversion of chemical species. The release of heat can produce light in the form of either glowing or aflame. Fuels of interest often include organic compounds (especially hydrocarbons) in the gas,liquid or solid phase. In a complete combustion reaction, a compound reacts with an oxidizing element, such asoxygen or fluorine, and the products are compounds of each element in the fuel with the oxidizing element. In reality, as actual combustion reactions come to equilibrium, a wide variety of major and minor species will be present such as carbon monoxide and pure carbon (soot or ash). Fire point The fire point of a fuel is the temperature at which it will continue to burn for at least 5 seconds after ignition by an open flame. At theflash point, a lower temperature, a substance will ignite briefly, but vapor might not be produced at a rate to sustain the fire. Most tables of material properties will only list material flash points, but in general the fire points can be assumed to be about 10  °C higher than the flash points. Sociolinguistics - Language, Dialects and Society Language is central to social interaction in every society, regardless of location and time period. Language and social interaction have a reciprocal relationship: language shapes social interactions and social interactions shape language. What is Sociolinguistics? Sociolinguistics is the study of the connection between language and society and the way people use language in different social situations. It asks the question, How does language affect the social nature of human beings, and how does social interaction shape language? It ranges greatly in depth and detail, from the study of dialects across a given region to the analysis of the way men and women speak to each other in certain situations. The basic premise of sociolinguistics is that language is variable and ever-changing. As a result, language is not uniform or constant. Rather, it is varied and inconsistent for both the individual user and within and among groups of speakers who use the same language. People adjust the way they talk to their social situation. An individual, for instance, will speak differently to a child than he or she will to their college professor. This socio-situational variation is sometimes called register and depends no only on the occasion and relationship between the participants, but also on the participants’ region, ethnicity, socioeconomic status, age, and gender. One way that sociolinguists study language is through dated written records. They examine both hand-written and printed documents to identify how language and society have interacted in the past. This is often referred to as historical sociolinguistics: the study of the relationship between changes in society and changes in language over time. For example, historical sociolinguists have studied the use and frequency of the pronoun thou in dated documents and found that its replacement with the word you is correlated with changes in class structure in 16th and 17th century England. Sociolinguists also commonly study dialect, which is the regional, social, or ethnic variation of a language. For example, the primary language in the United States is English. People who live in the South, however, often vary in the way they speak and the words they use compared to people who live in the Northwest, even though it is all the same language. There are different dialects of English, depending on what region of the country you are in. What Sociolinguists Study Researchers and scholars are currently using sociolinguistics to examine some interesting questions about language in the United States: There is vowel shift occurring in the North, in which pattered alterations to vowels is occurring in certain words. For example, many people in Buffalo, Cleveland, Detroit, and Chicago are now pronouncing bat like bet and bet like but. Who is changing the pronunciation of these vowels, why are they changing it, and why/how is it spreading?What parts of African American Vernacular English grammar are being used by white middle-class teenagers? For example, white adolescents might compliment a peer’s clothes by saying, she money, a phrase associated with African Americans.What will be the impact on language in Louisiana due to the loss of monolingual French speakers in the Cajun region of Southern Louisiana? Will the French features of language be sustained even when these French speakers are gone?What slang terms do younger generations use to show their affiliation with certain subgroups and to distinguish themselves from their parents’ generation? For example, in the ea rly 2000s, teenagers described things that they enjoyed as cool, money, tight, or sweet, but definitely not swell, which is what their parents would have said when they were teenagers. Which words are pronounced differently according to age, gender, socioeconomic status, or race/ethnicity? For instance, African Americans often pronounce certain words differently than whites. Likewise, some words are pronounced differently depending on whether the person speaking was born after World War II or before.Which vocabulary words vary by region and time, and what are the different meanings associated with certain words? For example, in Southern Louisiana, a certain breakfast dish is often called lost bread while in other parts of the country, it is called French toast. Similarly, which words have changed over time? The Spanish language is communal between these groups, though all have exclusive dialects that set them apart. The commonalities and differences are not limited to just language, but span across every aspect of Mexican American, Puerto Rican, Cuban and Columbian way of life. Today in the US millions of people classify themselves as Mexican Americans (2005). The intricate and affluent Mexican American multicultural heritage is a direct reflection of influences from such places as Spain and Mexico (2005). The unique language of Mexican Americans is no exception to influences as it is derived from a combination of Mexicos national language, Spanish, and the national language of the US, English. Although sometimes described as an under-represented group in US politics, Mexican Americans were very active in the Mexican American Civil Rights movement. This movement included a wide-rang of issues, from rights for farm workers to the right to vote (2000). As with their political status, socially Mexican Americans continually battle to fit in. Their want of having the American dream burns bright within the hearts and minds of all Mexican Americans and makes their social battle seem that much more important. As with politics Columbians have very little interest in US culture. Most are here to work to send money home. With work being their main objective while in the US, they do not have time for anything else. They live on very little money and scrape to send as much over to Columbia as possible. Their wages are very low and they work long and mostly very hard hours just to get by. Similar to Mexican Americans, Puerto Ricans and Cubans, Columbians are very strong in their religion. They have an opportunity to go to mass that is conducted in Spanish as well as practice their religion on their own. Family is so very important in a Columbian Americans life. Everything they do is to better their familys life. They have deep ties to family not only in the US but in Columbia as well. This helps them to keep their culture and heritage as strong today as it was yesterday. Everything in their culture revolves around their religion and family. When comparing different Hispanic groups, the commonalities out way the differences in almost every scenario. The Cinema Of Short Films

The Cinema Of Short Films Cinema is one of the few mediums which have managed to successfully depict the true reality of society in general and our lives in particular. As like other art forms, it depicts the multiple realties that one is faced with. It explores one of the most discarded yet eternal truths which every individual experiences and that is isolation. Each individual longs for social ties despite belonging to organized societies; it is what each one of us is ultimately reduced to. A Short film is a technical description originally coined in the Indian film industry and used in the North American film industry in the early period of cinema. The description is now used almost interchangeably with short subject. Although the North American definition generally refers to films between 20 and 40 minutes, the definition refers to much shorter films in Europe, Latin America and Australasia. In New Zealand, for instance, the description can be used to describe any film that has duration longer than one minute and shorter than 15 minutes. The North American definition also tends to focus much more on character whereas the European and Australasian forms tend to depend much more on visual drama and plot twists. In this way, the North American form can be understood to be a derivation of the feature film form, usually acting as a platform for aspirant Hollywood directors. Elsewhere, short films tend to work as showcases for cinematographers and commercial directors. (Short Film) A short film manages to tell the same tale as a full length feature film, but in a shorter duration of time. It is characterized by the directors reflection of the existing social, political and economic conditions. A short film narrative is one which can easily be created by people from all walks of life, it has universal applicability. It enables directors functioning on a small budget to tell their stories to the world. The talent in creating a short film lies in communicating the message of the film to the audience in a very limited period of time. The transitions in a short film are of critical importance. What I find intriguing is how any person imbibes from their existing social conditions and produce work which is effectively communicable to most individuals. Another reason to dwell into this topic of research is that many youngsters and amateurs start by making short films and use it as a path to grow. As Daniel Wiernicki states, Short films are often popular as first steps into the film industry among young filmmakers. This is because they are cheaper and easier to make, and also their length makes shorts more likely to be watched by financial backers and others who want some demonstration of a filmmakers ability. Many things can be achieved by creating a short film so are an ideal opportunity to get recognized and get into the industry. (Wiernicki) Through this dissertation, I aim to explore the world of short films in the context of movies which have won the Cannes Short Film Palme dOr (French: Palme dOr du court mà ©trage), which is the highest prize given to a short film at the Cannes Film Festival. These short films are a representation of different cultures, ideologies, people, religion, economic background, and political thoughts and history from across the world that come together on one platform and showcase their art. The cinema is not an art which films life: the cinema is something between art and life. Unlike painting and literature, the cinema both gives to life and takes from it, and I try to render this concept in my films. Literature and painting both exist as art from the very start; the cinema doesnt. These expressions were in the form of poetry, literature, songs, plays, dancing, etc. films are one of the latest forms of expression that has been adopted by the people around the world to portray their views on their surroundings, any event, or moment that captivates them and they want to show it to the world. The beauty of the films nowadays is that you can detract from reality and present something beyond the human imagination at the same time one can present the harsh realities of life that some dont know about. Films as a medium of communications can be used to spread ones message or view across the world. History of Cinema (History of Film) The birth of the films happened in 1878, when Eadweard Muybridge recorded a horse running in fast motion using a series of 24 stereoscopic cameras. With the development of technology came of the Silent era. Till the 1920s movies were silent, though at times they were accompanied by musicians, sound effects, or even commentary at times. 1940s to 60s- War and Post War Cinema The wartime saw immense change in the cinema as more focus was given to propaganda and patriotic films. Films like Snow White and the Seven Dwarfs and Citizen Cane were pieces of this period. The cold war era brought movies filled with paranoia such as Invading Armies of Evil Aliens and anti- communist movies such as the Manchurian Candidate. The onset of television in the post war era also threatened the cinematic industry as a medium of watching films. During this Period, Asian Cinema specifically saw a golden age. Some of the greatest masterpieces of the Asian cinema were produced during this period. These include works like: Yasujiro Ozus Tokyo Story (1953), Satyajit Rays The Apu Trilogy (1955-1959) and The Music Room (1958), Kenji Mizoguchis Ugetsu (1954) and Sansho the Bailiff (1954), Raj Kapoors Awaara (1951), Mikio Naruses Floating Clouds (1955), Guru Dutts Pyaasa (1957) and Kaagaz Ke Phool (1959), and the Akira Kurosawa films Rashomon (1950), Ikiru (1952), Seven Samurai (1954) and Throne of Blood (1957). 1970s: Post-classical cinema This term is used to describe the period following the decline of the studio system during the 1950s and 1960s and the end of the production code. During the 1970s, filmmakers increasingly depicted explicit sexual content and showed gunfight and battle scenes that included graphic images of bloody deaths. The 1980s were filled with movies releasing with sequels like Star Wars, Jaws, and Indiana Jones. The audience also started to watch movies on their VCR at home during this period. 1990s to present: Contemporary Cinema The 1990s saw the development of the independent cinema with commercial success. Special effects also ruled during this period as it was being heavily used by the successful movies of the period like: Terminator 2: Judgment Day (1991) and Titanic (1997). During the 2000s, documentary genre of film making also rose as can be seen with the success of movies such as March of the Penguins, and Fahrenheit 9/11. Increase in the problem of digital distribution due to infringement of copyrights, and piracy also has reached heights during this period. Cinema as a whole during this decade has become more global with foreign-language films gaining popularity in English-speaking markets. Films such as City of Gods (Portugese), Lagaan (Hindi), and the Passion of the Christ (Aramaic). Some have described the prevailing style of the period as postmodern because many contemporary films are apolitical, ahistorical, intertextual, and less tied to the conventions of a single genre or culture. The transnational circulation and genre hybridity of contemporary films is exemplified by the increasing global popularity of non- English speaking cinema. (Film Studies, 2009) Major Genres of Films: Action, Adventure, Comedy, Crime Gangster films, Drama, Epic/ Historical films, Horror, Musical, Science fiction, War (anti- war), Western, and Eastern films. They are broad enough to accommodate practically any film ever made, although film categories can never be precise. By isolating the various elements in a film and categorizing them in genres, it is possible to easily evaluate a film within its genre and allow for meaningful comparisons and some judgments on greatness. Films were not really subjected to genre analysis by film historians until the 1970s. All films have at least one major genre, although there are a number of films that are considered crossbreeds or hybrids with three or four overlapping genre (or sub-genre) types that identify them. (Dirks) History of Short Films Short subject a name initially given to Short Films came into existence in the 1910s when the majority of the feature movies were being made into loner run-time editions. The name short subject is an American film industry term, which was assigned to any film within 20 minutes long or running two reels. Short subject films could be comedy, animated, or live action. One of the best known users of short subject was Laurel and Hardy and Charlie Chaplin. In 1930s came the slowdown of the short subjects, basically produced by Warner Bros and Famous studios that owned their own theatres to showcase the films. By 1995s, the rise of television led to the strangulation of the live action- short and at the same time the fall cartoon short. Since the 1960s, majority of the directors of short films have been special studio projects or independent film makers. Since the 1980s, short film term was being used for short subject. Short film as a term describes the non- commercial film that is much shorter in time length than a feature film/ an analogy that can be drawn for short film to a feature film is that of a novella and a novel. The short filmmakers heavily depend on the short film festivals and art exhibitions to showcase their short films. At the same time, these film makers have more freedom to take up more difficult topics than normal feature films as the risks are lower. Short film making is now a growing as more and more amateurs, students, common man, and enthusiasts are taking this up because of the affordability of the technology to make such films. At the same time one can showcase his work to the world by uploading it on web portals and sharing it with others. It is an area where people are turning to as a hobby, as an art, to achieve their form expressions. (Wiernicki) Festival de Cannes The Festival is an apolitical no-mans-land, a microcosm of what the world would be like if people could contact each other directly and speak the same language. Jean Cocteau Being first large international cultural event after the World War II, the Festival de Cannes opened on 20th September, 1946. The Palme dOr was created in 1955. Palme dOr became the enduring symbol of the Cannes Film Festival, awarded each and every year since to the director of the Best Feature Film of the Official Competition. At present, Festival de Cannes invites film makers from around the world to present their work in one place and exchange cultural experiences. The selections for the awards are done from a nomination of films from all over the world, from different socio-economic backgrounds, different cultures, and different historical backgrounds. Cannes offers an opportunity to determine a particular countrys image of its cinema. Festival de Cannes is a melting pot of global cinema and filmmakers. This is the reason why I have undertaken the study of the award winning short films at festival de Cannes. (Festival History) KNOWLEDGE GAP Looking at the current literature review, we see that there is a knowledge gap regarding the study of Short Films in the contemporary cinema as a communication medium. This subject requires an in-depth analysis and more research to come up with some perspectives in this area. RESEARCH OBJECTIVES To take selected works of Short Films of contemporary cinema, last ten years winner of Cannes Palme dOr du court mà ©trage (1999-2009), and analyse the context and form of Short films. Content of the winners of the Cannes Short Film awards (1999-2009) in context of political, sociological, economical, and historical backgrounds. To study the narrative codes in the films to arrive at a deeper understanding of the short films. RESEARCH METHODOLOGY The Qualitative research methodology is used in this study. The method would involve content analysis (Roland Barthes), text/narrative analysis and semiotic analysis of the movies. The Sample: The Short Film award winners of Palme dOr du court mà ©trage (Cannes Short Film Palme dOr) in Festival de Cannes in the last 10 years (1999-2009). The following Short Films have been selected for the study: Arena Megatron Ver Llover Sniffer Podorozhni Trafic Cracker Bag Eso Utan Bean Cake Anino Why the above Sample? The above following sample has been chosen for the reason being that the Festival de Cannes (le Festival de Cannes), founded in 1946, is one of the worlds oldest, finest and most prestigious film festivals which has a very good representation of directors from across the world from different cultural, political, historical, religious, economical, and sociological backgrounds. This provides us with a variety of content for our study. The above movies are selected also on the basis of them being a part of contemporary cinema. How to Study Short Films Some of the salient points/ questions that will be used to do this study of short films are as follows: Who is telling the story? Why is it being told? Does it appear to have a purpose? (media agencies, authorial voice, writers and auteurs, marketing, economics, ideology) How is it experienced? Who consumes it, where and in what way? (readers and media audiences- private and public experience, narrative structures) How is it made? (film technology, publishing and episodic publishing-the differences they make to the production process as well as to the finished product) How does it construct meaning? (film language and written language-expectations of audiences and readers, codes and conventions, narrative structures) How does it represent its subject- especially with reference to period? Select a scene that must have been difficult to act. How did the actor make his or her body movements appropriate and convincing? What scene has very effective or unusual editing? What is the theme of the film? Describe a scene in which facial expression was important. What feelings were developed? Were words necessary? If the film uses special effects, do they add to or detract from your enjoyment of the film? What is the mood of the film? Did the actors establish their characters more through dialogue or through movement and facial expressions? . What symbols did you notice? How is this film like or unlike other films by the director? Does this director have a recognizable style? . . Was there anything about the acting, set, or costumes that bothered you or interfered with your watching of the film? EXPECTED CONTRIBUTION Given that the art of making Short Films is on the upward trend it is necessary to analyze the current trends, narratives, and the context of the Short Films genre in our contemporary cinema. We have enough knowledge on feature length movies but we lack information on the Short Films of our age. The study of this medium is important as Short films are a highly effective medium of communication and will gain importance going forward. As more and more people are turning towards Short Film making due to accessibility to technology, it is one field that needs attention in our world of cinema. A study of its content will give us a better understanding of the Short Films and world around us through their camera scope is imperative.

Another composite will be used to fasten together the sections proposed space stations. Polymers have also been used in cars, including the Chevrolet Camaro and the Pontiac Fiero. New polymers are being created with more strength and flexibility by combing two chemically different polymers and producing a block copolymer. Combinations of block copolymers and composites and intended for use in booster rockets and in materials of Earth-orbiting installations. Most common polymers are usually solid, but a new class of polymers is being introduced in a liquid crystal state. Although these polymers still have the physical characteristics of liquid, they are structured more like solids. Developing Early Warning System for Peace and Security in Nigeria Essay

1. Brief Demographic Background of Nigeria: The demographic characteristics of Nigeria set the platform for an understanding of the case for conflict based National early warning system. A historical analysis of major conflicts in Nigeria since independence points to strong linkages to its demographic composition. It has been unarguably regarded as the most populous country in the Africa and also accounts for half of the entire population of West Africa. The last census exercise in 2007 conducted by the Nigeria Population Commision (NPC) put the country’s population at over 140 million.(NPC, 2006). Politically, it practices a three tier federal system of government comprising the Federal, State and Local Government Councils which implies relative levels of autonomy in governance as well as oversight and control which many political analyst has attributed as a mixture of British Parliamentary and U.S Presidential system of governance. It has 36 states with a Federal Capital Territory at Abuja. These are further sub-divided into 774 semi-autonomous local government councils. For political and economic exigencies of governance and development, it is segregated into what is referred to as six geo political zones which include the North Central, North East, North West, South East, South South and South West. With over 240 ethnic groups spread across the country, the challenges of representation, equity in political representation as well as economic accessibility has been the bedrock of many diverse conflicts in the country. This is further complicated by the heterogeneous mixture of Christian and Muslim religion greatly polarised between the Christian south and Muslim Northern region. (op cit.)The population of traditional religion is sparsely located across the six geo-political zones of the country. Despite the immense rich natural resources in the country, crude oil located at the south south, south east and south west geo political zones of the country remain the major revenue source for the country and also the major source of various causative factors of conflict in Nigeria which has led to its reference in many social science research cycles as the ‘resource curse’ to the extent that the country is now considered one of the 20 poorest countries in the world. Over 70% of the population is classified as poor, with 35 percent living in absolute poverty. This is especially severe in rural areas, where social services are limited or non existent. 2. The Peace and Security Dimension in Nigeria: In contrast, Nigeria’s complex political, socio-cultural and economic diversity has been a source of varied and multiple levels of conflicts and humanitarian crises with implication to sustainable peace, security and development within the country and the West Africa sub region. A retrospection of these conflicts highlights six basic conflict types that have pervaded the country in the last two decades. These include communal conflicts, chieftaincy conflicts, ethno-religious conflicts, oil related conflicts, election related conflicts and agro-pastoralist conflicts. These conflicts are the outcome of the deep rooted causal factors of poverty, poor/bad governance and inequitable distribution of resources and development across the country. Between 1999 to 2010 for instance there has been an estimated death of 14,000 people from various levels of these conflicts across the country and about 750,000 – 850,000 Internally displaced persons.(Internal Displacement Monitoring, 2007†¦) Based on the lack of mechanisms to address the root cause of these conflicts, it has continued to reoccur, intensify and impact negatively in Nigerian societies to the extent of creating viscious cycles of violence and complex humanitarian crises. Communities experiencing these conflicts have remained vulnerable and usually face the risks of further conflicts and distablity. Based on the recurrence of these conflicts,the communities have been tagged, ‘flashpoints of conflict’, unusually disaggregated across geo political lines or constellations. 3. The concept of Early Warning for Peace and Security: Based on the negative impact of conflicts to development and human security, there is increasing paradigm shift from conflict resolution mechanisms regarded as reactive to conflict prevention mechanisms which is seen as more proactive and has the capacity to prevent or mitigate destructive conflict or humanitarian crises globally. As core element of conflict prevention, early warning has increasingly gained prominence, credibility and efficiency as a preventive mechanism and solution to conflicts in societies. By definition, Early Warning has been described as a process of communicating judgements about threats early enough for decision-makers to take action to deter whatever outcome is threatened; or failing that, to manage events in such a way that the worst consequences are mitigated† (WANEP: 2008). Dmitrichev Andrei defined it as organizational procedure or mechanism for the structures and systemic collection and analysis of information, and the subsequent communication of results of this analysis to policy makers in a form that would be easily recognized and understood. The recognition and appreciation of the opportunities inherent in this system resulted in the first organised platform for the systematic development of the early warning system led by the Forum on Early Warning and Early Response (F.E.W.E.R.) in 1997 in response to the Rwandan genocide of 1994. It blossomed to become the largest global network of over thirty five (35) organisations across the world that catalysed the creation of the early warning and response networks in the Caucasus (led by EAWARN/Russian Academy of Sciences), Great Lakes Region of Africa (led by the Africa Peace Forum) and West Africa(led the West Africa Network for Peacebuilding) WANEP. Further impetus to the adoption and institutionalisation of the early warning system was boosted by the former Secretary General of the United Nations, Kofi Annan when he stated that, â€Å"For the United Nations, there is no larger goal, no deeper commitment and no greater ambition than preventing armed conflict. The prevention of conflict begins and ends with the protection of human life and the promotion of human development. Ensuring human security is, in the broadest sense, the United Nations’ cardinal mission. Genuine and lasting prevention is the means to achieve that mission. (Koffi Annan: 2001) This further gave rise to the UN Security Council Resolution 1624 of 2005 with the following core declarations: 1. Reaffirms the need to adopt a broad strategy of conflict prevention, which addresses the root causes of armed conflict and political social crises in a comprehensive manner, including by promoting sustainable development, poverty eradication, national reconciliation, good governance, democracy, gender equality, the rule of law and respect for and protection of human rights; 2. Recognises the need to strengthen the important role of the United Nations in the prevention of violent conflicts, and to develop effective partnerships between the Council and regional organisations, in particular the African Union and its sub regional organisations, in order to enable early responses to disputes and emerging crises; 3. Affirms the UN commitment in â€Å"supporting regional and sub regional capacities for early warning to help them in working out appropriate mechanisms to enable prompt action in reaction to early warning indicators; 4. Recognises the important supporting roles played by civil society, men and women, in conflict prevention and the need to take into account all possible contributions from civil society; 5. Supporting regional and sub regional capacities for early warning to help them in working out appropriate mechanisms to enable prompt action in reaction to early warning indicators; 6. Promote coordination with regional conflict management machinery in Africa which provide the Security Council with additional reliable and timely information to facilitate rapid decision-making; 7. Strengthen the capacities of civil society groups, including women’s groups, working to promote a culture of peace, and to mobilise donors to support these efforts (UN: 2005) 4. Developing Institutional Platform for conflict Early Warning System: Reflecting on WANEP-Nigeria’s Experience: The participation and commitment of the West Africa Network for Peacebuilding (WANEP) to the FEWER platform strengthened its capacity and hands on skill for civil society based analysis and response mechanisms towards the prevention or mitigation of conflict especially within the great lake region following the post Sierra Leone and Liberian Conflicts of 90’s. This deepened its regional expertise as the reference point for early warning system in the West Africa sub region and subsequently the network of choice for the Economic Community of West Africa States (ECOWAS) in the implementation of the regional based ECOWAS Early Warning and Response Network (ECOWARN). The system principally works through three basic components of reporting/data gathering, analysis and information dissemination utilised to facilitate response to issues of peace and security within the ECOWAS sub region. WANEP became the civil society partner with ECOWAS in the implementation ECOWARN since 2006. As part of the WANEP regional network, WANEP-Nigeria was mandated as the national civil society focal point to report into the online ECOWARN system. Its task was to provide weekly and daily reports to the incidence and situation reporting template as designed into the online system. This was to give ECOWARN an up to date civil society perspective of the peace and human security threats and opportunities in Nigeria. With the participation of Nigeria in this process came ominous challenges. 1. The first was the pressure from the focal points at Lagos secretariat of WANEP-Nigeria to deliver credible reports in relation to the size of Nigeria 2. With the size of Nigeria, the focal point concentrated in getting information from national newspapers, television and radio For the focal points who were staff of WANEP, it was included as part of their job responsibility. They relied on making phone calls to members of WANEP at the state levels for local or peculiar peace and security information that was not reported in the national media. However, these information were reluctantly or half-hazardly given and also cost intensive to the staff as they often bore liability for these calls. This challenge was partially cushioned when ECOWAS resolved to pay reporters communication allowance in 2007/2008. Inspite of this, the feedback from member organizations providing information at the state level was still half hazard and questionable. To redress this challenge, the program team at the national secretariat organized a brainstorm meeting to develop a framework for a workable national early warning system that not only ensures commitment of member organizations to support the system but also is both functional and cost effective. The first trial system was developed for the Nigeria 2007 elections. An Information, Communication and Technology (I.C.T.) consultant was engaged that worked directly with the program team to capture specific indicators to monitor election related conflicts in what was referred to as the ‘election barometer’. The cost of developing the barometer was wholly borne by the secretariat while the election monitoring was performed by staf f who volunteered to report into the system as an experiential learning process to enhance their understanding of the EW system. The experience motivated the secretariat to consciously plan for a conflict intervention proposal which includes an aspect of a sustainable/operational national early warning system. The submission and approval of the proposal by international partners led WANEP-Nigeria to develop the first locally designed and operated conflict focused National Early Warning system.

Elimination Reactions Essay

As described previously, primary alkyl halides generally undergo substitution reactions with simple nucleophiles by an SN2 mechanism. Secondary alkyl halides, often react with simple basic nucleophiles to give a mixture of products arising from both substitution and elimination. As with substitution reactions, the rate at which elimination reactions proceed can be proportional to both the concentration of the base and the concentration of the reactant alkyl halide (an â€Å"E2† reaction (elimination bimolecular), or the rate can be proportional only to the alkyl halide (an â€Å"E1† reaction (elimination unimolecular). The mechanism for the E2 reaction is best described as concerted with the reaction coordinate passing through a single energy maximum with no distinct intermediate. The transition state for this reaction is described by the structure shown below in which partial bonds exist between the attacking base, the hydrogen which is abstracted, and departing halogen. The geometry of this transition state requires that the halogen be anti and coplanar with the hydrogen which is being removed (also termed â€Å"antiperiplanar†). This fact is important to remember since the stereochemistry of the resulting alkene (Z or E; cis or trans) is often controlled by the hydrogen which is removed in the elimination reaction. In the reaction shown below, the hydrogen on the carbon bearing the methyl group cannot become anti-to the halogen, hence the elimination occurs on the secondary carbon, to give the unfavored less substituted alkene. The rate-limiting transition state in the E1 reaction is again, carbocation formation, and the transition state is generally described as shown below. Factors which control whether E1 or E2 mechanisms will be observed again relate simply to the stability of the intermediate carbocation. Control of the reaction pathway between substitution and elimination is generally accomplished by careful choice of the reactants; strong, sterically hindered bases tend to favor elimination, while weak, unhindered nucleophiles tend to favor substitution. The choice for a â€Å"strong, hindered base† is generally tert-butoxide anion in tert-butanol as solvent, and it is generally safe to assume that a potential substitution/elimination reaction showing these conditions will proceed with elimination.
